CCTV Monitoring for the past 3 years around Constantia, an upmarket Cape Town suburb and previously a high crime area, has dramatically helped bring down crime incidents within the area. Off-site CCTV Monitoring Company, Verifier, has assisted the Constantia Neighbourhood Watch and surrounding areas set up and monitor a residents’ donated CCTV Network. The network covers numerous greenbelt choke points, major street intersections and various smaller road networks, as well as License Place Recognition (LPR) camera points at all of the entrances to the area, checking all number plates entering and leaving the area. The systems used include advanced Video Analytics cameras, as well as more conventional CCTV cameras – specifications being matched to the requirements.

These points are monitored 24/7 and are used to prevent crime, as well as to assist in guiding Armed Response service providers and SAPS to where crimes are in progress and investigations are underway. This forms an integral part of the crime fighting system in the Valley where Verifier is on the radio network linking SAPS, Resident Patrollers and Service Providers, who respond together as required. Instant alert systems also are in place for serious incidents, community incidents and mobilization of assistance for fires or any other civil requirements.

“The camera points have lead to numerous arrests, and more importantly, incident preventions,” says Verifier Director, Mike Voortman. “Gangs have been detected moving through the greenbelts late at night with the ensuing arrests, robberies have been averted, and footage has provided SAPS with evidence leading to syndicate arrests.”

Security and safety from crime has become a very real consideration for households throughout SA. This has led to a significant increase in the number of security residential estates nationwide, as families perceive this to be a more proactive measure to maintain their perception of safety and security. Many of these estates are now having to do away with their traditional thinking regarding security and their offerings to their home-owners; and look to new technology in the fight against crime.

Off-site CCTV monitoring has seen a rapid growth in this market over the past 12 months. “ “29We are monitoring an increasing number of up market security estates,” says Mike Voortman, Director of Verifier Off-site CCTV Monitoring. “We have been monitoring Silverhurst Estate in Constantia for some time now; and have been able to assist them with dramatically reducing their risk of perimeter incursions, as well as reducing their guarding costs by offering virtual guarding solutions, thereby having a situation where numbers of patrolling guards are reduced on site.

Some estates have installed state-of-the-art analytic systems capable of specialised detection such as Beau Constantia and Steenberg Golf Estate. Offsite monitoring is often seen as adding value in a way that conventional guarding does not, in that no on-site control room is required, therefore no CCTV controllers are required and perimeter guarding is eliminated, leaving you only needing access control guards, this leads to savings in Capex and monthly security costs, ever after equipment costs have been factored in. “One of the major benefits that estates have found using our off-site CCTV system, is that we are able to prevent collusion between criminals and security staff due to our remote location,” says Mike. “Through our system, and systems like ours, we are able to remotely check in on Access Control Guards, especially after hours, to ensure that they are doing their job. We are able to future proof the estates perimeter, where conventional prevention has often failed, allowing for peaceful estate living – the way estates were designed to be.”

Off-site monitoring service and security company – Verifier – has, in a short period of time, been able to assist their client – The Old Bakery Shopping Centre, Lakeside, with lowering their crime incidence levels and saving them a significant amount on their monthly security spend.

Despite an after hours guarding service on site, the Old Bakery Shopping Centre tenants were experiencing regular break-ins after hours, with a guard being attacked and subdued in one of the incidents.

The centre installed an 8 channel DVR and associated infra red and dome cameras linked to a Paradox panel and outdoor passives. This system is armed after hours, and Verifier remotely monitors any onsite activity, therefore eliminating the need for guards on site after hours.

Tenants and daytime security have been supplied with long range panic remotes enabling them to activate a silent panic during trading hours if required, which Verifier can monitor and control. Interactive electronic site-mapping is used as a tool to guide the Verifier Controller and they can activate panics to the clients armed response company.

IN ADDITION TO the cost savings that Verifier’s off-site monitoring system has elicited and perhaps more importantly it has helped to bring the crime and incident’s level down.

With improved onsite security, collusion and other human performance related issues have been eliminated.

The whole site is “virtually” guarded whilst armed for activations, eliminating the need for inefficient guard patrolling.

Tenants and patrons safety has been enhanced – with visual escorts for openings and closings.

“Verifier has been monitoring The Old Bakery since January 2010. Not only have we been able to cut down on our security costs but we have had a marked improvement in the level of security we are able to offer our tenants through Verifier’s wonderful monitoring service. A big thanks to Mike and his team!!” says Robin Frew, owner of The Old Bakery Shopping Centre.

Verifier is an Independent off-site monitoring service, which was originally started when a dire need arose to help the local community where co-owner, Mike Voortman, was neighbourhood watch chairman. The company has grown considerably and recently added Management and Market Research Solutions services to their already very successful security monitoring services.

Despite an after hours guarding service on site ,our clients tenants experienced regular breakins after hours. A guard was even attacked and subdued in one incident .

Solution…

The accredited Installer supplied an 8 channel DVR and associated infra red and dome cameras linked to a Paradox panel and outdoor passives . This system is armed after hours , and Verifier monitors any onsite activity – no after hours guards on site .

All tenants and daytime security also have long range panic remotes enabling them to activate a silent panic during trading hours if required – in which case Verifier monitors and controls the situation . Interactive electronic site-mapping is used as a tool to guide the Verifier Controller and they can activate panics to the clients armed response company .

Benefits

The client benefits from a drastically reduced spend on monthly security :

Installation cost R 57 000 financed over 3 years at approx R 2 000 pm PLUS monitoring fee R 1500 pm , maintenance and insurance R 500 = R 4000 pm total spend……guard saving on a/h guard (R 8000pm)………nett saving on security spend R 4000 pm .

The system improves site security and eliminates collusion and other human performance related issues. Where guards are reduced to access control only after hours , performance is monitored by us .

The whole site is virtually guarded while armed for activations – eliminating the need for inefficient patrolling .

Tenants and patrons safety is enhanced – with visual escorts for openings and closings . After hours criminal activity has been eliminated……

Situation…

Our clients factory is situated in a security park near to an informal settlement . Conventional security including fencing and manned guarding was proving ineffective . Having invested heavily in the site , moving was not an option, so the accredited installer was approached for a solution .

Solution…

The accredited Installer supplied an two 16 channel DVRs and associated infra red and dome cameras linked to a an alarm panel and outdoor passives . 16 cameras cover the exterior of the building , and 16 cover the interior .

This system is armed after hours , and Verifier monitors any onsite activity – no after hours guards on site . Verifier also gives access to contactors and delivery staff after hours on request from the client . We also perform forensic services offsite where required .

In our clients words...

“When we purchased an existing facility at Capricorn Business Park (bordering on the Vrygrond informal settlement), security was one of our primary concerns. The premises had been standing empty for some 6 months, the fence perimeter boundary totally inadequate, and despite employing 2 full time guards on our site ( in addition to the security employed by the park) there were numerous incidents of unauthorized access.

Prior to the upgrading of the existing building and erecting our new cold storage facility, the perimeter boundary was completely rebuilt. After careful consideration, the decision was made to do away with after-hours on-site security. Apart from the high cost associated with employing 24 hour security, the risks inherent in this form of security were also assessed. By removing the human factor, potential intimidation, bribery and complicity were also removed from the equation. CCTV cameras were installed in a phased approach during the building process and monitored “off-site” by Verifier Offsite CCTV Camera Monitoring. The system utilizes “event recording” making it impossible for triggers to be ignored, and allows Verifier to assess the reason for the alarm trigger, remotely disarm the system, grant access to armed response, and then re-arm the system once the cause of the trigger had been assessed and addressed. A total of 48 cameras were installed on our site, which measures some 12 500 meters squared, enabling us to monitor the perimeter, external and internal areas of the property, including inside the -25 degree C Cold Store. .

This system is also monitored internally on PC screens during office hours, or remotely via any internet connection (by PC or cell phone), allowing those authorized to do so, to activate, deactivate or grant access to the premises. This was used effectively during the building of our new cold storage facility, granting authorized access after hours where necessary, and identifying petty onsite crime where necessary ( this being done in the absence of an alarm trigger and enabling quick and effective responsibility to be fixed)

Apart from security events, we now have the benefit of receiving immediate notification in the event of burst water pipes, storm damage, fire risk etc. Prompt response to burst water mains have already have already afforded us a considerable saving.

Since implementation, Verifier has learnt to understand our business, cutting down on the times that directors are notified of events. Appropriate action is taken directly by Verifier, and directors are notified only if necessary, or by exception . Verifier have been totally professional in their service and approach. Since the implementation of the offsite monitoring we have had no significant security breaches, and recommend Mike Voortman and Verifier most highly.”

Our client travels regularly , and was concerned with the increase in driveway robberies – the safety of his family being of paramount importance . When their alarm was activated , the Armed Response would call them to ask if all was in order – who was to know !

Solution…

The accredited installer supplied an 8 channell DVR and associated infra red cameras linked to the alarm panel which receives inputs from outdoor passives and beams , the electric fence and the front gate .

The DVR was also connected to two outdoor amplified audio speakers . Verifier monitors the front gate openings 24/7 , and has the ability to audio challenge intruders and trigger a panic siren and signal to the armed response company . The electric fence and panics are also armed at the ready 24/7 . The outdoor passives are armed when the client wishes them to be – via an intelligent remote – ensuring privacy when required .

Verifier also has an interactive electronic site map of the clients property and surrounds – ensuring that our controllers can orientate themselves remotely . We can also remotely open the clients gates to allow emergency services to enter the property .

Benefits

Our client has peace of mind , knowing that his family is being watched over .

Verifier can prevent criminals getting into the property undetected .

Using the interactive site mapping , Verifiers controllers remotely direct emergency services .

The system health check is monitored , and Verifier notifies the client and installer if maintenance is needed .

Our client has a cutting edge system which allows Verifier to cancel false alarms and manage armed response .

In our clients words…

“It is regrettable that security is such an issue in our society. However our experience with Verifier has been delightful. Apart from dealing with knowledgeable individuals they are also diligent and committed to ensuring that our property is at all times secure, often going beyond the call of duty. It is their attention to detail that makes us feel more comfortable. It has been an absolute pleasure dealing with such a professional service.” Mrs M
